Dr Offei Graduated from the University of Ghana Medical School and did his Postgraduate Education at the London School of Hygiene and Tropical Medicine obtaining his MPH. He obtained a Certificate in International Training Course in
Malaria Control, Tanga, Republic of Tanzania. He also obtained a Certificate in Economics and Financing of Health Care in Developing countries University of Boston, U.S.A. He is a Fellow of Ghana College of Physicians and Surgeons [Public Health Faculty]. He is also Senior Lecturer in Community Medicine at the School of Medical Sciences at Cape Coast University and a Consultant in Public Health at the Ghana Health Service. He had held positions as Regional Director of of Health Services in Several Regions in Ghana (Ashanti, Brong Ahafo, Central and Eastern)
